SBS has partnered with Compliance to offer SAP Energy Assessment & EPC to customers.

SAP assessments are required by the Building Control Body to demonstate compliance within Part L of the Building Regulations

When and Why is SAP needed?

• Building Regulations Approved Document L1A (ADL1A) requires a Standard Assessment Procedure (SAP) for every new dwelling. The SAP assessment calculates the energy efficiency of a dwelling and is used to demonstrate compliance with ADL1A.

• From October 2010 it is mandatory to submit a “Design Stage Complance checklist" to the Building Control Body/LABC Department to demonstrate compliance with Part L1a before you start on site.

• In order to complete a sale of the property you must provide a valid Energy Performance Certificate. This is issued upon completion of the building. Marketing may commence, however after issue of the "Predicted Energy Assessment" is issued at design stage.

Who can produce a SAP Assessment?

Only an accredited Energy Assessor can produce an "On Construction" Energy Performance Certificate and "compliance checklist" for new build dwellings and issue it to Building Control for approval.

How do you know the SAP has passed?

• Building Regulations now place greater emphasis on the quality of the fabric of the building, efficient heating systems with better controls, renewable technology, solar gain and controlled ventilation.

• These factors combined with the fuel used to heat and light the property enable a Dwelling Emission Rate (DER) to be calculated and compare it to the Target Emission Rate (TER) that complies with ADL1a.

• To pass ADL1a the DER must be lower than the TER.

• In addition certain limiting factors need to be met, for example U-Values:

• Floors: 0.25 W/m²K

• Walls: 0.3 W/m²K

• Party wall: 0.2 W/m²K

• Roof: 0.2 W/m²K

• Windows 2.0 W/m²K

• Doors: 3.0W/m²K

• Air Permeability: 10.00 m³/h/m²@50Pa

• Other limiting factors also apply in relation to efficiency of heating systems and heat losses for domestic hot water storage.

Hints & Tips

• Meeting the new energy and fabric efficiency standards under Part L 2010 can be cost effectively achieved by incorporating design improvements at an early stage. Compliance will work closely with your architect/designer to achieve this.

• Under the Part L 2010 Building Regulations you must get a design stage compliance checklist undertaken and approved by Building Control before starting on site. Not having an air tightness test undertaken at completion will penalise the SAP assessment leading to higher build costs.

• When having to undertake Code for Sustainable Homes assessments it is important to remember that you may have to commission additional surveys & reports before starting on site.

• You will also have to incorporate additional measures into the build. We recommend having a pre-assessment undertaken at an early stage so as that you can identify any cost implications at the outset.
